I would suggest also that you contact the excellent Archaeological
Conservancy in Santa Fe, NM, Mark Michel, Director. The AC operates much
like the Nature Conservancy, purchasing, through a variety of creative
means, archaeologically significant sites threatened by development.  I
doubt this would be a project for them to take on themselves, but I'd bet
they would have some strategic and tactical advice.
