This was mandated thru the Legislature in the mid 90s.  I believe it  was one 
of the Jewish Holocaust Remembrance groups that pushed it, but their  name 
eludes me right now.  I would suggest that your daughter contact her  local 
legislative representatives.  If they were in office then, they may  recall.
