The old CCC camp on Howland Island, which is in the Seneca River, in Cayuga
Co. was used as a german prisoner camp. Germans captured in Africa during
Operation Torch were housed there. The total number was around 400, many
were used to work at the Montezuma Refuge.

I believe the camp was on Howell's Island rather than Howland...
