The best resource would be the NYS Legislative Library on the 3rd floor of the Capitol. You can contact them at 518 4552468. Additionally I would suggest you contact the Assembly & Senate Committee Chairman's office - you should be able to obtain a precise listing of pertinent rules and laws.

Subject: [NYHIST-L] Formation of Senate and Assembly Energy Committees
I'm hoping someone in the community might be able to answer a question for
me. I am attempting to finish up a chapter on New York State's energy
history and politics. One of the last items is to figure out when, and
why, the Senate and Assembly formed their respective standing Energy
Committees. I understand that the committees are formed through the rule
making process and that I can look back at old rule amendments, however
I'm not sure where these might be located. Any ideas?
