RE: NYSF

The New York State Legislative Documents,(Senate and Assembly ) should be consulted.  Within these annual publications you will find  reports by the State Architect, Public Buildings Superintendant and/or the State Fair Commissioners that would record the construction. 

Another source is Chris Cappella Peters at NYS Office of Parks, Recreation and Historic Preservation.  She may have information on the Fair grounds. (315 492 1756)

Historians:

                            While researching the history of the NY
State Fairgrounds I found
            an article in the jan 1910 issue of the brickbuilder
highlighting the plans for
            the permanent buildings drawn up by the firm of Green &
Wicks architects.
            My question is anyone know  how I can find out who the
landscaper was?
            My search of the NYSL catalog for the state architect's
papers  for the year
            of 1909 came up empty. This is a historic preservation
project.
