Was that the one that was so bad the governor or mayor of New York (City?)
said the commuter rails would not be elevated?  I remember reading
something about this years ago.  The extreme cold caused the elevated
railways (els) to stop, so the power-that-was ordered them (re)built
underground so the weather would never again stop them.
