Have the student try contacting people who’ve written about the KKK in NY for suggestions, e.g.:

Perhaps encourage the student to widen the area of focus, e.g. geographically (all NY, Northeastern US) or organizationally (all hate or extremist groups, not just the one), etc.  Write about its absence too, if absent.
