I am attempting to finish up a chapter on New York State's energy history and politics. One of the last items is to figure out when, and why, the Senate and Assembly formed their respective standing Energy Committees. I understand that the committees are formed through the rule making process and that I can look back at old rule amendments, however I'm not sure where these might be located. Any ideas? Many thanks
