*Excuse any cross postings* NEW YORK STATE EDUCATION DEPARTMENT - STATE ARCHIVES DOCUMENTARY HERITAGE PROGRAM ANNOUNCEMENT Requests for Proposals for Regional Advisory Services - 2010-2011 The Documentary Heritage Program (DHP) is a statewide program administered by the New York State Archives to ensure the identification, sound administration and accessibility of New York*s historical records. Regional advisory services are provided through nine regional services agencies. The DHP is seeking proposals for providing these regional advisory services for a year period starting July 1, 2010. Not for profit archives, libraries, historical societies, historical service agencies, colleges and universities, or other not-for-profit institutions or systems which provide services to historical records programs are eligible to submit proposals in response to this RFP. Proposals must be for entire regions, not just parts of a region. An organization or agency may submit proposals for more than one DHP region, but each proposal must be submitted separately. The DHP follows the mandates specified in Laws of 1988, Chapter 639. Program activities must relate to those mandates that call for the DHP to provide: * advice and assistance on the development and strengthening of historical records programs; * promotion of coordinated documentation planning; * promotion of cooperation; * training in historical records management techniques; * advice and assistance in reporting of information concerning historical records to statewide and national databases where appropriate; * initiatives to increase public awareness of the values and uses of historical records. Funding for the DHP consists of $461,000 from the Local Government Records Management Improvement Fund, of which $368,000 currently is allocated for the regional assistance program. As mandated in the DHP law, the program consists of regional advisory services administered through regional services providers, following the regional structure of the Reference and Research Library Resources Systems (3Rs) library systems. A set amount of funding is allocated for each region. The make-up of each DHP Region and the funding currently allocated for each are as follows: Capital District Region - Albany, Fulton, Hamilton, Montgomery, Rensselaer, Saratoga, Schoharie, Schenectady, Warren, Washington - $31,729 Central New York Region - Herkimer, Madison, Oneida, Onondaga - $29,727 Hudson Valley Region - Columbia, Dutchess, Greene, Orange, Putnam, Rockland, Sullivan, Ulster - $32,737 Long Island Region - Nassau, Suffolk - $55,090 Metropolitan New York Region - Five Boroughs of New York City, Westchester - $72,262 Northern New York Region - Clinton, Essex, Franklin, Jefferson, Lewis, Oswego, St. Lawrence - $50,480 Rochester Region - Livingston, Monroe, Ontario, Wayne, Wyoming - $30,472 South Central New York Region - Allegany, Broome, Cayuga, Chemung, Chenango, Cortland, Delaware, Otsego, Schuyler, Seneca, Steuben, Tioga, Tompkins, Yates - $32,006 Western New York Region - Cattaraugus, Chautauqua, Erie, Genesee, Niagara, Orleans - $34,299 Allowable Expenses Applicants may seek support for personnel; travel; service contracts, including qualified consultants; supplies; materials, and equipment needed for providing services. Each item requested must be justified in the narrative. Deadlines and Timetables Contracts awarded through this RFP are for a year, from July 1, 2010 through June 30, 2011.
