Robert Moses was appointed Secretary of State on Jan. 17, 1927, and
served until Edward J. Flynn was appointed Jan. 1, 1929.  (See
Legislative Manual, 1988-89, p. 490)  This was under a new law taking
effect in 1927 that made the office appointive rather than elective.  I
can't locate the name of Moses's predecessor.  Moses served under Gov.
Alfred E. Smith, and according to Robert A. Caro's massive, excellent
biography, The Power Broker: Robert Moses and the Decline of New York,
Moses ran the State while the Happy Warrior campaigned for President.
