I think the easiest way to find out is to call the DOH and speak to whomever is connected with vital records.  http://www.health.state.ny.us/vital_records/genealogy.htm   James O'Connor of DOH runs a regular column in the NYS Town Clerks' Association newsletter so I expect he's the person to speak to about this.
