On 07/31/2000 (2:50:35 PM EDT), my eMail responding to a prior eMail,
"questions" from Carol Kammen ([log in to unmask]) discussed the NYS
definitions of hamlets, etc.  I included a New York State Geographic Glossary
with the NYS definitions of county, city, town, village, hamlet and postal
zone.

Additionally, I stated that there are no "townships" in New York State.
True, but ...

This is New York State and therefore there may be something "extra" or
"unique" that can and usually does occur, especially in the case of
governmental organization.  Specifically, there is a special form of
governmental organization that I did not include and will now do so:  the
coterminous town-village.

There are 5 coterminous town-villages in New York State that are "townships"
in practice, if not in name.  Three of these are in Westchester County
(Hartsdale, Mount Kisco and Scarsdale).  The other two are East Rochester in
Monroe County and Green Island in Albany County.

A coterminous town-village is a unique form of local government organization.
 The town and village share the same boundaries and the governing body of one
unit of the coterminous government may serve as the governing body of the
other unit (i.e., the village mayor serves as town supervisor and village
trustees serve as members of the town board).

In the case of the Town-Village of Scarsdale, the Town-Village Clerk's office
answers the phone, "Village of Scarsdale" and will only admit to being a
"town" if asked directly.
