    The Manual for the Use of the Legislature of the State of New York
(STA 036-3 MANUL 79-50715 [year]) can be consulted for the names of the
Commissioner, Dept. of Environmental Conservation.  Each year would have
to be checked in order to compile the list.  In 1970 it was Henry L.
Diamond.

I very much doubt that anyone has ever assembled such a list.  My 
guess is that the only way to do so would be to look into each annual 
report and track the  Commission's members.  If I'm wrong and such a 
list does exist, would you please share it with me?
