Does anyone know of references detailing the creation and award of the NY
Aid to Civil Authorities Medal? It was established in 1922 and made
retroactive for NY National Guard mobilizations at least as far back as
1871. I have compiled summaries of over 50 descriptions of strikes, riots,
crowd control at executions, manhunts, and related duty for which troops
were called out by civil authorities during this period. Some or all of
these mobilizations may have been recognized by award of this decoration. 

If you are interested in this type of civil-military interaction during this
period of history, feel free to reply to this query. Depending on the
specific mobilization, events range from tragedy to outright comedy (how
else would one describe the National Guard versus the parishioners of the
Church of the Visitation)?
