Assemblymember Jack McEneny has a good memory for such details, and I
would think he or his staff would be able to recall directly or know who
to seek out re institutional memory on this.

Subject: [NYHIST-L] Formation of Senate and Assembly Energy Committees

I'm hoping someone in the community might be able to answer a question
for 
me.  I am attempting to finish up a chapter on New York State's energy 
history and politics.  One of the last items is to figure out when, and 
why, the Senate and Assembly formed their respective standing Energy 
Committees.  I understand that the committees are formed through the
rule 
making process and that I can look back at old rule amendments, however 
I'm not sure where these might be located.  Any ideas?
