One source I can recommend is the book "The Emerging Shield" by Kenneth Shaffel
(1991).  While it probably won't answer any of your site-specific questions, it
does contain information on the Ground Observer Corps (GOC) and its involvement
in the air defense of North America during the Cold War.  The book is printed
by the Office of Air Force History in Washington, DC, and may be available at a
local library.
