        Galie may be wrong.  The source to which Greg Furness referred us, a New
York State web page, says the change was approved by a referendum in 1937.
Other sources tell us that Herbert Lehman in 1938 began the first four-year
term as governor.  Which is correct, 1932 or 1937?
