The Henry Stevens Papers, formerly in the New York State Library and now
at the Vermont State Archives (the State Library has a microfilm set of
these papers)may be helpful. Although the papers are divided into series
of papers for individuals, there may be papers re: to Charlotte County in
the individual series. The Vermont State Archives is located at 26 Terrace
Street, Montpelier, VT  05602. You may want to try the Stevens Papers or
other Vermont collections because Charlotte County covered a good size
part of western Vermont.
