My guess is the Syracuse daily newspapers would cover the fair in detail at least around the fair dates. If a new building had been erected since the end of the previous fair, mention probably would be made. You could then backtrack to find articles about the construction.

Historians:

                            While researching the history of the NY
State Fairgrounds I found
            an article in the jan 1910 issue of the brickbuilder
highlighting the plans for
            the permanent buildings drawn up by the firm of Green &
Wicks architects.
            My question is anyone know  how I can find out who the
landscaper was?
            My search of the NYSL catalog for the state architect's
papers  for the year
            of 1909 came up empty. This is a historic preservation
project.
