"Hamlet" is a designation for unincorporated areas within towns.
Sometimes unincorporated areas in popular usage are called "villages,"
but technically that's not correct--so towns may have villages and
unincorporated areas, including hamlets.  Levittown, for example, though
it has a population of more than 50,000, is a hamlet, not an
incorporated village (it's also a school and library district and postal
zip area).  Incorporated villages and cities have their own mayor, etc.
