The New York State Archives invites applications for the following position:

ARCHIVES AND RECORDS MANAGEMENT SPECIALIST II

Salary $44,313 *	

The New York State Archives seeks to fill the position of Archives and Records Management Specialist II (ARMS II) to work with local government archival programs and not-for-profit historical records repositories to promote and educate custodians of historical records throughout New York State.  The position reports to the Coordinator of Archival Advisory Services.  Duties include but are not limited to:  .  	

1.Provides technical advice and assistance to local government archival programs in cooperation with Regional Advisory Service Officers and to not-for-profit historical records repositories, in cooperation with the Documentary Heritage Program (DHP)
2. Participates in the preparation of grant application materials for Local Government (LG) archival projects and for Documentary Heritage Program (DHP) grants.
3. Participates in the review of grant applications received for LG archival projects and for DHP grants.
4. Responsible for oversight and monitoring of LG archival grants and DHP grants.  Provides technical assistance to grant recipients.
5. Develops annual statistical and qualitative summaries of products and results of grants.
6. Drafts technical publications and newsletter/listsev information on archival issues.
7. Develops and conducts continuing education workshops on archival issues.
8. Assists in organizing and conducting meetings for DHP regional staff and Local Government Archives Committee; distributes information to regional staff, prepares meeting summaries, provides background materials for meetings.
9. Responsible for Archival Advisory Services components of the Customer Support System, including ensuring timely entry of information, periodic updating, and reconciliation of data.
10. Supervise professional and/or support staff.

Minimum Qualifications.  Candidates must be on the Archives and Records Management Specialist 2 list, OR be eligible for transfer under Section 52.6 of the Civil Service Law, or must have a master’s degree in history, government, business or public administration, political science, American studies, archival science, library/information science, or archival administration AND two years of professional experience in which the preponderance of duties involve one or more of the following: A) analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body or corporation;  B) providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration; C) developing or implementing guidelines, standards, policies, and procedures concerning records management and or archives administration; D) evaluating available information technology to support recordkeeping needs and requirements of an institution, governmental body or corporation; E) acquiring, controlling, preserving, making available or promoting use of archival records.

*Leads to a maximum salary of $55,154 based on annual performance advances.
