The laws of 1898 (Chapter 363, Sec. 10) authorized the Board of Supervisors of each county 
to set the date for town elections between February 1 and May 1 of each year - as had been 
the practice - or to have them coincide with the general election in November.  I have not 
been able to find any survey of when this change took place in each county, and was 
informed that no such records exist in Albany.
