The New York State Archives invites applications for the following two positions:

ARCHIVES AND RECORDS MANAGEMENT SPECIALIST III  (Electronic records)

Salary: $57,606*

The New York State Archives seeks to fill the position of Archives and Records Management Specialist III (ARMS III) to lead and coordinate the acquisition and management of State Agency archival records that were either created in or converted to electronic format and ensuring that these records are accessible to users.  	
	
An ever-increasing number of state government records of enduring value are created only in electronic form.  The ARMS III will develop policies and procedures for the preservation and accessibility of electronic records and serve as liaison to state agencies that create and seek to transfer archival electronic records to the State Archives.

Position duties.  Under direction of Chief, Archival Services, the Archives and Records Management Specialist 3 will carry out the following:

-Develops policies and organizes a program to acquire, preserve and make accessible the electronic archival records of New York State government;
-Coordinates multi-unit electronic records tasks to ensure timely and appropriate completion;
-Identifies and integrates emerging hardware and software needs and best practice techniques;
-Works with records management staff to ensure that archival needs and concerns are integrated into state agency system design and that record authenticity and integrity is maintained;
-Writes grant proposals and directs projects that advance preservation of and access to electronic records; and 
-Coordinates the installation and implementation of new electronic records hardware and software.

Minimum Qualifications.  Candidates must be on the Archives and Records Management Specialist 3 list, OR be eligible for transfer under Section 52.6 of the Civil Service Law, or must have a master’s degree in history, government, business or public administration, political science, American studies, archival science, library/information science, or archival administration AND four years of professional experience in which the preponderance of duties involve one or more of the following: A) analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body or corporation;  B) providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration; C) developing or implementing guidelines, standards, policies, and procedures concerning records management and or archives administration; D) evaluating available information technology to support recordkeeping needs and requirements of an institution, governmental body or corporation; E) acquiring, controlling, preserving, making available or promoting use of archival records.

*Leads to a maximum salary of $70, 932.

ARCHIVES AND RECORDS MANAGEMENT SPECIALIST III (State agency services)

Salary: $57,606*

The New York State Archives seeks to fill the position of Archives and Records Management Specialist III (ARMS III) to manage state agency services.  This position reports to the Manager of Records Advisory Services (ARMS IV.)  

The ARMS III will provide direct advice and assistance to state agencies on a wide range of archives and records management topics. These include, but are not limited to, records retention, inventory, storage, preservation, access, and information technology. Services will be provided via on-site visits, telephone, correspondence, e-mail, and other means. The ARMS III will deliver training via State Archives workshops and at meetings of state government groups and promote the development of effective state government records management programs through consultations and by referring customers to other State Archives staff as needed. Further the ARMS III will participate in teams to develop workshops, publications, and other records management products and services directed to state agencies, and coordinate the activities of a state agency advisory committee consisting of representatives of various state agencies. Also, the ARMS III will supervise one full-time professional staff (G18). 

The position will require some travel across New York State.

OR have a master’s degree in history, government, business or public administration, political science, American studies, library science, information science, or archival administration, AND have four years of experience in which the preponderance of duties involve: A) analyzing or appraising records and information systems to develop recordkeeping and/or records retention plans for an institution, governmental body, or corporation; B) providing education, training, grant-in-aid, or direct technical assistance services in records management and/or archives administration; C) developing or implementing guidelines, standards, policies and procedures concerning records management and/or archives administration AND D) at least two years of the experience must have included direct supervision of professional staff or responsibility for administration of the program.
