I have been contacted by someone about the identification of this:

It is a metal oval 2 3/8" wide by 1 3/8", two holes on each end with the with following inscription:
N.Y.
1931
SET LINES
2488

I imagine it is some sort of survey post tag. I have seen similar items on power poles.
