This might help you.

"Relevant Laws, Administrative Rules and Regulations, and Rules of
Procedure of the New York State Cemetery Board Governing Cemetery and
Crematory Operations. Contains section 1501 of the Not-for-Profit
Corporation Law, rules and directives promulgated by the New York State
Cemetery Board, and other sections of various laws that pertain to
cemeteries." You can download it at the Dept. of State's web site in the
cemetary FAQ, http://www.dos.state.ny.us/cmty/cemetery.html

Note. The DOS doesn't have jurisdiction over all cemetaries. The FAQ tells
you which ones. Some other entity could have jurisdiction over the one
you're interested in.
