Good Morning [from Harry Bradshaw Matthews]

The United States Colored Troops Institute for Local History
and Family Research was established in 1998 by charter
members from 9 states and Canada. It operates under
the nonprofit status of Hartwick College.

The priorities for 1999 are to establish the criteria for
establishment of affiliated bodies at the local level.
A formal proposal will be presented to all members of
the Institute who are paid members by April 23, 1999;
the proposal will be presented at the Annual Meeting
and Conference to be held at SUNY Oneonta - Morris
Hall Conference Center, and Hartwick College on
June 25-27, 1999. Annual dues are $25.00 and payable
to "Hartwick College."

CALL FOR PAPERS

The USCT Institute is seeking scholarly papers,
case studies, model experiences, historical
research and genealogical research findings as
a basis for presentations at its Annual Conference.
The theme of the conference is "SEARCHING FOR LOCAL
HEROES: THE AFRICAN AMERICAN LEGACY IN THE FIGHT
FOR FREEDOM." An expected outcome of this conference
is the reexamination of the various roles of free
and enslaved persons at the local level with the
Underground Railroad, abolition of slavery, first
civil rights movement, and the preservation of family
legacies.

Proposal must include attention to one of three
topics: a soldier of the Civil War, documenting
and placing a family in local history; or sharing
research techniques and findings in genealogical
pursuits. Proposals can be theoretical or
practical in nature. The deadline for submission
is April 9, 1999.

Abstracts must be submitted in duplicate and not
exceed three pages, including a descriptive statement
of the topic, the scholarly or professional process
used and the findings and results. Please provide
a cover page with the presentation title and the
name, address, e-mail, and telephone number of the
person submitting the abstract. Also attach a list
of all audio/visual needs for the presentation.

Proposals accepted for presentation will be
determined on April 16, 1999. Presenters must
submit a written summary of the presentation
by May 14, 1999.
